Rochelle Swanson, Esq, Past-President
A land use attorney and long-time civil servant, Rochelle brings tremendous knowledge and experience to PINCC. She was first elected to the Davis City Council in 2010, as a city council member has Rochelle led efforts to develop a sustainable budget and stimulate economic development to support her community. Rochelle has extensive experience successfully raising funds and managing fast-paced oversight projects.
Rochelle Joined PINCC in 2016 and has since helped steered the organization to heal tens of thousands of women and empower communities across the globe.
Rochelle received her J.D. from McGeorge School of Law in 2003 and a bachelor’s degree in Political Science from UC Davis in 1996. Rochelle has called California home since 1993 and raised her three sons there.
Dr. Jean Talbert, President
Jean is a board certified obstetrician gynecologist who retired from full time practice in 2023. She has had a long interest in public health and especially enjoys providing care to women in low resource settings both in the US and abroad. She began volunteering with PINCC in 2013 because the organization shared her goals of education and clinical training of local health care providers to create sustainable, evidence based programs to prevent the devastating disease of cervical cancer.
Jean received a undergraduate degree in biology from Oberlin College and attended medical school at the University of North Carolina, Chapel Hill. Over the years, she has practiced in California, Massachusetts, Maryland and Virginia. She now lives on Cape Cod in Massachusetts with her husband, Eric.
Monica Odero-Winegar, Vice President
Monica was born in Kenya and holds a Bachelors in Communication Studies, a nursing degree, and masters in nursing. Monica is a board-certified nurse practitioner and family nurse practitioner as well. Her knowledge of women's medicine and passion to leave the world better than we found it is an invaluable asset for PINCC. Monica joined the PINCC team in 2008 and has since impacted thousands of women’s lives for the better.
Zac Neill, Secretary
Zac handles all things business. He ensures that PINCC thrives to spread its mission to end cervical cancer. Zac pursued his MBA from IE Business School in Madrid where he met reliable friends and contacts in dozens of countries — many of whom support PINCC in various capacities. Zac joined PINCC in 2017 to satisfy his passion for serving those in need.
Dr. Richard Godfrey, Member
Dr. Richard Godfrey is a practicing surgical oncologist with a focus on breast disease. He has worked extensively across the globe to help eradicate some of the world’s worst killers. Richard participates in a hospital building project in Kenya and works with separate NGOs striving to empower rural, hard-to-reach, and vulnerable communities. Since 2017, Richard has brought PINCC valuable insight and direction when tackling hard problems in challenging areas.
Davis Miskell, Treasurer
Davis’ service to PINCC is based in his firm belief that traveling and volunteering hones your foundation for personal growth and multicultural understanding. Davis believes that women are the motor that keeps the world moving forward, and is dedicated to ensuring that PINCC remains a leader in sustainable female disease prevention.
Shelby Miskell, Member
Shelby joined PINCC in 2012 and has worked in all capacities within PINCC as a dedicated service volunteer. Shelby has helped site teams operate efficiently with critical support for ground team. Shelby’s pursuit of a better world is evident is her other passion: oceanic conservation.
Dr. Michele Bunker-Alberts
Dr. Michele Bunker-Alberts is an Assistant Professor and chair of a Family Nurse Practitioner Program. As a primary care and women’s specialist clinician in the US public health system for over 20 years, she has helped develop pap screening, colposcopy, cryotherapy, and LEEP programs as well as clinic-based pediatric nutrition interventions and care for unsheltered patients. She has also provided primary care and cervical cancer prevention in Mexico, Nicaragua, El Salvador, Ethiopia, Peru, Jamaica and Guatemala and is committed to continuing that work. She has served in leadership with several organizations including PINCC and remains committed to increasing access to health care and lactation care in both traditional and non-traditional settings. She lives with her two mastiffs in her non-traditional “Oakland Anna Madrigal” household with her train-conducting partner and helps to support her children in Oakland, Louisiana and Santa Ana to be all that they can be.
Michele earned her BA at San Francisco State University in Political Science/Public Policy in 1991, her BSN at Samuel Merritt in 1997, her MSN/FNP at U.C. San Francisco in 2004, and her Doctor of Nursing Practice at Western University Health Sciences Pomona in 2015. She has been an RN since 1997, Board-Certified Family Nurse Practitioner since 2004, and Internationally Board-Certified Lactation Consultant since 2000.
